Pastors Mark and Rachelle Francey
Pastors Mark and Rachelle Francey served as the Youth & Young Adult Pastors of Generation Church at Capital Church in Boise, Idaho for over 15 years, and saw over 18,000 young people come to know Jesus and countless healings and miracles.
In 2008, God planted a dream in their hearts: to one day start a church in South Orange County. This dream has now become Oceans Church, which will be celebrating its seventh anniversary in September 2025.
The Franceys heart is to see the knowledge of the glory of the Lord fill the Earth, as the waters cover the sea (Hab 2:14), to foster an environment for the believer and the skeptic to encounter the tangible power and presence of a living God.
On Pentecost Sunday 2023, Oceans launched Baptize SoCal, which grew to Baptize California in 2024 and Baptize America in 2025. Collectively, they have witnessed more than 1,600+ churches synchronize for over 50,790 water baptisms. The Franceys are looking forward to seeing how God will use this water baptism movement to encourage and unite the body of Christ.
Pastor Mark and Rachelle will also celebrate 20 years of marriage in September of 2025 and have been blessed with the most adorable girls, Kenzie and Chloe. They love spending time together as a family by frequenting one of the amazing beaches in Orange County.
